Senior Technical Staff – Project Financing (Strategic Planning Directorate)

About the Role

We are seeking a Senior Technician to join our Strategic Planning Department team. We offer the opportunity to play an active role in securing and managing strategic funding for investment projects that significantly impact the development and modernisation of CP-Comboios de Portugal.

 

Main Responsibilities

  • Identify national and EU funding programmes that may be relevant to CP-Comboios de Portugal’s projects, through a critical analysis of the respective Calls for Applications (CFA);
  • Prepare and submit applications to national and EU funding programmes, ensuring the collection, organisation and validation of all supporting documentation relating to the beneficiary organisation and the projects or initiatives to be funded, as well as the correct completion of forms, compliance with deadlines set by the managing authorities and the ongoing updating of the relevant digital dossiers;
  • Monitor and carry out economic and financial assessments to support the projects or initiatives being applied for, in particular demand and/or market studies, Cost-Benefit Analyses (CBA) and Financial Feasibility Studies (FFS), as well as accurately determining eligible expenditure in accordance with the co-financing rates set out in the Partnership Agreements and with current national and EU legislation;
  • Process payment claims via multiple electronic platforms, gathering documentary evidence relating to contracts submitted under national and EU funding programmes, and determining the maximum amount of eligible expenditure;
  • Monitor and oversee the implementation of applications for national and EU funding programmes, continuously updating the relevant progress reports and facilitating coordination between managing bodies, relevant stakeholders and the various organisational units of CP;
  • Ensure the implementation of the rules on communication, dissemination and reporting for projects or actions submitted under national and EU funding programmes and participate in activities to monitor and verify their physical and financial implementation.

 

Mandatory Requirements

  • A degree in Economics, Business Management, Finance, Accounting or Social Sciences.

 

Skills

  • Good knowledge of Microsoft Office, particularly Microsoft Excel;
  • Good command of English (spoken and written);
  • Experience in the various stages of the management cycle for applications to national and EU funding programmes, including the identification of opportunities, preparation, submission, monitoring and control of funded projects;
  • Experience in preparing Cost-Benefit Analyses (CBA) and Financial Feasibility Studies (FFS) or equivalent, as well as in project management;
  • Experience in interpreting current national and EU legislation, in particular Decree-Law 20-A/2023 of 22 March 2023, Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021, and Decree-Law 18/2008 of 29 January 2008;
  • Good knowledge of SAP software, in particular the Material Master (MM) module;
  • Proficiency in the electronic platforms of the Balcão dos Fundos (BF) and the General Support Information System (SIGA).
  • Strong analytical and summarising skills, and a critical mindset;
  • Good organisational skills, attention to detail and the ability to manage priorities;

  • Excellent interpersonal and teamwork skills;
