Senior Technical – European Affairs and Regulation (Office of Innovation and International Relations)
Location: Lisbon – Rossio, with any domestic or international travel required to carry out the role.

About the Role
We are seeking a Senior Technician to join the Office of Innovation and International Relations, focusing on analysing European legislation and policies in the transport sector, particularly the rail sector. The role also involves supporting the company’s representation before international bodies and working groups.
Key Responsibilities
- Analyse and monitor European Union legislation and policy initiatives affecting the rail sector, tracking developments and identifying risks, opportunities and strategic issues for CP;
- Monitor the activities and initiatives of key organisations in the mobility sector, namely the CER – Community of European Railway and Infrastructure Companies, the CIT – International Rail Transport Committee and the UITP – International Association of Public Transport;
- Support CP’s institutional representation and the defence of its interests vis-à-vis European bodies, national authorities, sectoral associations and international working groups;
- Collaborate in preparing information to respond to official requests, coordinating input from internal departments and consolidating institutional positions;
- Ensure the organisation, updating and monitoring of dossiers, deadlines, consultations and ongoing positions, as well as maintaining a record of European and international matters relevant to the company.
Mandatory Requirements
- A degree in Law, International Relations, European Studies, Political Science, Public Administration or a relevant field, completed by the application deadline.
Skills
- Excellent communication skills, both written and oral, in Portuguese and English (preferred);
- Knowledge of the European legislative process and the functioning of the European Union institutions (preferred);
- Experience in regulatory analysis, drafting institutional positions, briefings or public policy documents, as well as in advocacy, public affairs or institutional representation (preferred);
- Experience in using official European Union platforms, legal databases, legislative monitoring tools and Artificial Intelligence applications for research, analysis and regulatory monitoring (preferred);
- Ability to interpret European Union political, technical and regulatory documentation, liaising with public bodies, European associations or international organisations (preferred);
- Reasonable command of a second European foreign language (preferred);
- Knowledge of the transport sector, preferably the rail sector;
- Proficiency in Microsoft 365 applications, namely Word, Excel, PowerPoint, Teams and SharePoint;
- Analytical skills, attention to detail, the ability to summarise and a critical mind;
- Strong organisational, planning and deadline management skills;
- Independence, proactivity and a sense of responsibility;
- Team spirit and good interpersonal skills;
- Attitudes and behaviour guided by high standards of ethics, rigour and loyalty.
